Now, with France not being in it, does it mean that they cannot be in the 2011 4 nations, or will there be a playoff?

isn't the plan for france to be in the four nations when it's held in the northern hemisphere with the possibilty of a fifth team joining at some point?

I thought that France would be in the 2010 European Cup looking to qualify for the 2011 4 Nations.

France will I think replace the 6th placed team from this year in next years comp, the winner of which makes the 2011 4 Nations. I'm guessing the winner will be replaced by a team moving back up from the Shield or something in the 2011 European Cup
